Job Title: France Finance Manager
Sub-Function: Country Finance
Location: La Defense, Paris or Dijon, or Froges, with occasional international travel
Contract Type: Permanent
Job Purpose
The role is responsible for developing, managing and sustaining the French capability of tax, legal compliance, company secretarial and non-accounting back-office services across the legal entity presence through collaboration with the Accounting SSCs, entity legal representatives and plant controllers to an agreed budget. This includes the supervision of the French Payroll Shared Service and management of the Finance France Team delivering Central Cost Controlling and Tax advice and compliance. Value will be delivered by seeking, monitoring and implementing financial improvement through regular review of local regulatory change, understanding of country and business working and coordination with the other AFEMEA country support services to share best practice.
Job Dimensions & Scope
Support the timely completion, review and reporting of tax, legal, regulatory, company secretarial and back office service across the country’s 13 legal entities covering the Holding Companies and production facilities (ten within AFEMEA Business Group (“BG”) and 3 in other BGs) within annual sales in excess of €600m and around 2,500 co-workers. Compliance extends through ensuring reliability and accuracy of the French entity financial results in accordance with local regulation and GAAP within the agreed delegation of authority for Country Tax and Other Administration obligations. Manage the team of ten in providing the French Payroll Shared Service at Froges and France Finance team covering Central Cost Controlling, Company Secretarial and Tax Management at La Defense. The role includes Budget responsibility for both the Payroll Shared Service and France Finance.
Principal Accountabilities
Team management
  • Daily coordination of activity and provide support to the four direct Reports and six indirect.
  • Build success in creating profiles with communicating clear goals, expectations and outcomes whilst providing regular constructive feedback as integral to their ongoing development and performance review.
  • Maintain team effectiveness through good quality selection, recruitment, coaching/mentoring and training.
  • Support and deputise for the Tax Manager France and Central Cost Financial Controller France as required.
Operational and day to day maintenance
  • Act as Country Finance representative to actively support, prepare and communicate Economic and Finance information to the French Entities Work Councils and Representatives.
  • Ensure Legal and Company Secretarial obligations and formalities are completed on a timely basis including coordination of Board meetings and minutes in accordance with the Delegation of Authority (DoA).
  • Lead and drive the tax and social contribution optimization across the French Group including coordination of action with external and internal tax and support service specialists.
  • Manage the French Central Cost Finance Control across cost base, budgeting and reporting within each legal entity and Administrative Holding entity in accordance with Group and French policy.
  • Supervise the French Payroll Shared Service, providing key country inputs to SSC team (rates, manual calculations, etc.) and support coordination with Payroll provider.
  • Manage the local French Finance administration duties including:
    • equity and dividend flows with Central Treasury, propose and lead corresponding optimization projects including legal structures, entities equity etc
    • the pension actuarial valuation with pension advisor and French SSC.
    • undertaking independent risk reviews and ensure that risk management is properly reflected in the financial statements.
    • supervision of local insurances and other country managed operations.
    • providing Local GAAP and accounting support for complex or ad hoc arrangements, e.g. hedging, pension, restructuring etc.
  • Support the SAP Template Governance model as French Country Expert in identifying and reflecting new requirements and integration.
Reporting and compliance
  • Prepare, coordinate and manage French and Group GAAP including submitting all local legal statutory reporting across all country entities in cooperation with Accounting SSC and French President.
  • Support and coordinate timely submission and explanation to the French President and Representatives of document and minutes with timely Company Secretarial activity with the outsource provider.
  • Management and delivery of the French Audit across companies to time and budget.
  • Issue guidance to plants and deliver the France Finance annual budget to timetable and instruction.
  • Maintain good financial discipline and compliance with Amcor policies within the team and oversee fully reconciled Balance Sheet at all times including the risk management of financial statements.
Quality & continuous improvement
  • Monitor and follow up to ensure agreed actions on Audit are implemented across the functions.
  • Seek value through pro-active monitoring, identification and evaluation of opportunities arising from national or local regulatory change, grant and subsidy availability and any other incentives.
  • Propose, participate and lead projects to support financial and business improvement and efficiency of cost or cash optimisation.
  • Continuous review of procedures, alignment of processes, efficiency, tools and best practice recommendation to standardise wherever possible including within the Payroll Shared Service.
  • Collaborate across key stakeholders (SSCs at Dijon, Froges and Bristol, Central Function Directors, Central Finance teams and plant finance) in developing and improving finances processes, tools and applications to improve service delivery.
Major Challenges & Complexities
  • Manage the complexity of statutory and management entity reporting across the French legal entity structure and adherence to commercial and legal obligations.
  • Monitor and ensuring that risk is properly reflected in the financial statements.
  • Working to deadlines and report meaningful financial information and results to support Business decision across broad range of stakeholders including the evaluation and delivery of incentives arising from local regulatory change, grant and subsidy availability.
  • Compliance on time against key legislative dates for annual statutory accounts, tax compliance and payroll reporting.
Qualifications/Requirements
  • Qualifications and Experience
  • 8+ years of management and relevant exposure to accounting and tax activities (technical qualification and audit experience strongly preferred).
  • Education and suitable qualifications surrounding accounting, finance, business administration, tax or related field.
  • Strong knowledge of French GAAP, local tax regulation and legal obligations.
  • Experience of the requirements of Internal Control Frameworks, ideally within a SOX environment.
  • Good communication and coaching skills.
  • Effective organization skills and analytical ability.
  • Good knowledge of IT applications especially SAP and Hyperion Financial Management (“HFM”).
  • Understanding of the workings of a shared service finance function and international organisation.
  • A working knowledge of French payroll operation and implications of internationally mobile working.

  • Work closely with local and BU Finance controllers and SSC Managers.
